I would like to thank and appreciate Mr. Tommy McCann for the information in connection with his complain submitted to the office of the deputy ombudsman on the matter of he claims to be irregular dealings on his property in barangay San Roque in this municipality..
To inform you Mr. McCann that this site is free to publish anything especially things that would correct some irregularities that happens in our beloved town Kitcharao that hinder the development of the area and urge you to post only here in San Roque sub page on this blogsite about this matter.
To make it just and balance, I will try my very best to get the side of respondents whom you complained did irregularities and will be posted here soon.
What it keeps coming back to is the fact that mental illness is nearly always a case of being unaware of important realities of life. That was what happened in San Roque during those terrible years when Salvador Junio was ‘captain.’ Everyone in San Roque lost contact with reality during those terrible years. That is collective mental illness. I was glad to write those documents to help the people of San Roque to reconnect with the realities of life.

If it makes Mr rendels feel better, I will say that I don’t know much about the wider municipality of Kitcharao, and my comments refer mainly to San Roque, a place in understand intimately.
Still, we have to ask why Damian Galo is not in jail, and we have to ask why the Mayor of Kitcharao never replied to Mr McCann’s letters and never arranged for Salvador Junio, Danny Merida and Damian Galo to be arrested. A crime is a crime, and the Mayor has a responsibility in that matter.

When I returned to San Roque after five years absence, I found a near-unbelievable situation. The entire population of San Roque had become mentally ill. And not just a little bit mentally ill. The entire population of San Roque had completely lost awareness of some of the important realities of life.
Nearly everyone avoided me at the time because they were so embarrassed at what had been happening since Salvador Junio became ‘captain.’
The few that did speak to me – such as Mrs E. Aton and Linda Castro – told me about the new ‘queen,’ Mrs Junio, and her new ‘laws.’ Some of Mrs Junio’s new ‘laws’ were as follows:

DANNY MERIDA’S MENTAL ILLNESS:
Consider Danny Merida and Rose Rangas, for example. This young couple had a baby and made a definite decision that their child would never have a home but would live his entire life in disgrace and embarrassment as a homeless criminal trespasser in Mr McCann’s house. We have to classify this as CHILD ABUSE / CHILD NEGLECT by Danny Merida and Rose Rangas.
Now you can see what I meant by the statement:
IF WE KNEW WHAT WE WERE DOING WE WOULD NOT BE DOING IT.
Danny Merida and Rose Rangas were totally lacking in self awareness – which is another way of saying Danny Merida and Rose Rangas were severely mentally ill.
Danny Merida didn’t know what he was doing. He had no capacity for self awareness / self evaluation / self regulation. That is mental illness. If Merida had known what he was doing, he would not have done it.

WHAT NOW?
Even IF things have improved a bit now in San Roque, you are contaminated by your refusal to become fully aware of your past.
Forgetting and denying prominent events in your past is a terrible mistake.
If you try to forget your past, your past will not forget you.
Your past is inside you. The memories are stored in your tissues and in your brain circuits.
Your past will haunt you and will contaminate your life in a subtle way if you continue to refuse to become fully aware of it.
You need to put it right by a collective lawsuit or public investigation concerning the Junio, Rangas, Merida and Cebrian families and their criminal activities, which you all tolerated because of your lack of respect for yourselves and your lack of respect for your women.
I don’t want such people to go to jail. I want them to be placed in the care of mental health officials. Alongside that, stolen money and land must be returned to the rightful owners.
For example, Salvador Junio has to be forced to sell that house where he is living, so as to repay to Mr McCann all of the rent money that I was prevented from collecting because of Junio’s criminal acts against my wife to blackmail me into not collecting the rent.
This is a healing process for the mentally ill Junio family.
After the court case, the Junio family can start again in a small wooden house, living the rest of their lives with DIGNITY.
Junio has no dignity now. Mr and Mrs Junio have no home. THE JUNIO FAMILY IS A HOMELESS FAMILY, because the house in which Mr and Mrs Junio are living belongs rightly to all the victims of Mrs Junio’s swindles.

It will be better for Mr and Mrs Junio to live in a one-room wooden shack with DIGNITY, than for them to continue living in that cement house, a house built with STOLEN money, a house where there is NO dignity.

I assume Mr and Mrs Junio have children. They have not done any favor to their children. They have disgraced their children by building that cement house with STOLEN money on the basis of sneaky abuses against women while the men were at a distance. Is Salvador Junio happy, knowing that his children are ashamed of him? It’s better to live in a tent with an honest father than to live in a cement house and be ashamed of your father.
So this is for healing. It’s for the best. Sell your house, Mr and Mrs Junio, and return to the rightful owners all the money and land you have stolen, including the rent money for Mr McCann’s house which you prevented me from collecting by hurting and abusing my wife for three days to blackmail me into not collecting the rent on my house.
Your children have no respect for you, Mr and Mrs Junio. It is not possible to have any respect for sneaky cowards who hurt and abuse women while the men are at a distance and then look down at the floor and remain silent when a man comes near.
Your children WILL respect you if you sell your house and return all the money and land that you have stolen. Do it NOW, instead of waiting for a court to order it.
Let’s face it. Let’s do it, ALL of us in San Roque.
Don’t leave Mr McCann to do it by himself.

IT IS THE FUNDAMENTAL LAW OF THE PHILIPPINES.

Does inbreeding have something to do with the collective mental illness in San Roque?

Although embarrassing, it’s a well established fact that the Pakistani population in England has a much higher rate of congenitally handicapped babies than other communities, and that this is the result of their practice of marrying first cousins, to keep wealth in the family.
It is not wise to marry a close relative. Royal families in particular have been prone to physical and mental illnesses on account of close relatives marrying.
Has that been happening in San Roque? Large numbers of close relatives marrying?
If so, it might explain the feebleness and cowardice of the men of San Roque, men who did not have the courage to jail Salvador Junio when he started all those false arrests and abuse and intimidation against women, always while the men were at a distance.
It’s something to think about. It’s a well established medical reality – the fact that intermarriage between close relatives produces a large number of handicapped babies and reduces the robustness and moral fiber of the community generally.
I’m really just posing the question. I suggest there may be a connection between inbreeding and the cowardly, embarrassing behavior of the residents of San Roque.

I’ve always said that Salvador Junio and Danny Merida are EFFECTIVELY recruiting sergeants for the NPA, because Salvador Junio and Danny Merida make it clear that there is no justice for the people via the Barangay system.

Mr. McCan, you know, I am following your entry in this blog and I like your style minus those uncanny remarks. I’ve been telling you in the past that pls. don’t make hasty generalization. Mr. Merida, Junio, Galo and others you dislike do not represent the people of Kitcharao. They are just dust particles in that area.
As a former inhabitant of Kitcharao(particularly Crossing Kitcharao), and an Ihmanian at heart, I felt in anyway insulted when you say that my beloved Kitcharao is the most corrupt town in the country, and the people out there are the most insensible, criminal, mentally ill and other derogatory attributes. You are swallowed by your anger.
When you say those words, you appeared to be not atually different from these people you mentioned but only a different variety, you are one of a kind.
If you are in your right thinking, you should have not bought a property from a non-owner. Tax declaration and other letters do not signify ownership. Now how can you pretend to be the owner of that property? Your transaction with Ismael was illegal and therefore void ab initio. Legally speaking you never became an owner of that property. If you read criminal law books, there is a crime committed when you buy a stolen property. Hence, accept that you yourself is a criminal.
I sometimes post to this site and my posts don’t appear, even when very polite. It’s not important. Enough has been said, almost. The comments by ‘rendels’ are interesting. I don’t agree with his evaluation of the legal situation. If we follow his logic, the lot of 333 sq meters where my retirement home is situated belongs to the barangay and to all the people of the town, because the Merida family donated it to the barangay and to the people a long time ago (always correct me if I am wrong about minor details)………….. and then Ismael Cebrian stole that lot with the collusion of Damian Galo. So by rendels’ logic, the 333 sq meter lot belongs to the barangay and to the people, not to the Merida family……However, I have documents in my possession which I believe confer ownership of those 333 sq meters on my wife and me.
Apart from that, it’s not just about ownership of property. False arrest is a serious criminal offence and when two grown men in our town systematically abuse women while being afraid to say anything to a man and afraid even to turn their heads in a man’s direction when a man speaks to them, that is a painfully embarrassing situation for all of us in San Roque.

It belongs to the Meridas, or to the barangay if the donation was valid according to the provisions of the civil code on donation. Ownership is a pre requisite of donation. You might consult a lawyer to verify and confirm if the documents in your possesssion are valid proof of ownership.
Further, what FALSE ARREST are you talking about? What kind of “ABUSE”? Speaking to women while being afraid to say anything, or even afraid to turn their heads in man’s direction when a man speaks to them, even in a very painful embarrassing situation, do not constitute FALSE ARREST.

It’s interesting that someone said on these pages that one or more other sites exist which are “almost a copy of this site.”
“Almost?”
In what way?
I’m busy these days and not really interested enough to look there. So I’ll just give you my guess. The only difference is that there is NO MENTION OF CORRUPT GOVERNMENT OFFICIALS on those other sites about Kitcharao. Or, if the subject of corruption is mentioned a little bit, it’s scaled down and worded in very mild, tentative language, with no names mentioned.
It’s the oldest trick in the book. It dates back to a guy called “Saint Paul” who was recruited by the Roman Empire to write about Jesus in such a way as to ECLIPSE the real message of the early Christians. If you read “The Acts of the Apostles” and the other New Testament epistles by Paul and his gang, you will find that they contain a major theme: “submit to the governing authorities, for their authority comes from God.”
Don’t get me wrong. I am a very religious man. I believe in God and respect God. But I do not believe in the “secret agent” Paul. I’m citing the example of the Pauline scriptures as an example of flooding the world with fake writings for the purpose of eclipsing and obscuring the truthful ones (in this case the teachings of the early Christians, the true Christians).
And I am saying that – similarly – I suspect that, in today’s world, the other websites about Kitcharao are “imitation” sites designed to eclipse this site which allows freedom of expression on the subject of the culture of corruption and culture of impunity in our beloved town.
The founder of this site is entitled to great respect for his commitment to freedom of expression as a step toward a just society.
I’m not going to post to the “imitation” sites and don’t particularly wish to read them. I’m just wanting to tell people what my evaluation of the situation is. I invite other people to post to the “imitation” sites on the subject of corruption and property fraud in San Roque / Kitcharao, and see what happens, and then let us know about it here. Hazelwood wrote it in another context, but it’s a general trait of ruling groups and disinfo crews.
So, correct me if I’m wrong about anything. I’m just guessing that those other discussion sites about Kitcharao – which are “almost copies” of this site – are sites instigated by the corrupt officials, who want to plant on the web plenty of discussions which make NO MENTION OF THE CULTURE OF CORRUPTION IN KITCHARAO, and will reject any posts Tommy McCann might attempt to post to them. In other words, denying freedom of expression, a basic freedom enshrined in the Cory *Bill of Rights*.
It’s sad that instead of replying to me honestly and resolving the matter, all they can do is plant other discussions on the web to try to distract people’s attention from this honest site.
It helps to prove my case, really, although no further proof is needed. They cannot disprove the core of what I have stated regarding corruption and property fraud. So they only try to divert attention from it with other *sanitised* discussions.

Have you heard of trial by publicity? your write ups are bordering on libelous remarks which is punishable under phil. law. we are living under a democratic rule but there is no absolute in this world. My point is, if you have already lodged a formal complaint before the proper office in our country then just allow the process to take its course. Rather than maligning those people on the web, why don’t you hold your piece here and devote your time to doing everything to follow up your case against your aggressors? Well thank you for replying. However, I disagree with your statement that this is “trial by publicity.”
What I would say is that there is no trial in the usual sense.
A trial implies an argument between two sides, an accuser seeking to prove his charges against the accused. But that is not what is happening with regard to Salvador Junio and Danny Merida.
There is no trial and never will be a trial – in the usual sense – because there is nothing to prove.
Everybody knows the truth and Junio and Merida never denied the charges against them. So there is no trial and never will be a trial. Just stating the facts publicly first. Junio and Merida never denied the charges against them. There will never be a trial in the usual sense. Only publicity for the service and information of the people of the Municipality, and then later a court hearing to impose justice. Not a trial in the usual sense, because nothing is denied, everything is known.
The illegal electric pole in my garden which is blocking the space reserved for parking cars – that is the most prominent advertisement of Danny Merida’s criminality. That illegal electric pole is the major symbol of Danny Merida’s confession to being a dirty, lying cheat.
And by placing that electric pole there, Danny Merida is also advertising the fact that he is a fool. Only a fool would invite the electric company to place an electric pole in the middle of the space reserved for parking cars alongside a house. So that illegal electric pole in my garden is Danny Merida’s most public confession to being a criminal and a fool.
So there can be no trial in the usual sense, by publicity or otherwise, because Junio and Merida never denied the charges and everybody knows what happened. What I was really hoping was that the people of San Roque would gain some SELF RESPECT.

And then the abused woman was sent back to her family to ‘soften up’ the family for further abuse and swindles…….
What I was really hoping for was that the men of San Roque would gain that much self respect, TO RESTORE THE HONOR OF THEIR WOMEN who were abused by Salvador Junio in that sneaky, cowardly way.
That was always my hope: that the men of San Roque would gain some respect for themselves and some respect for their mothers, wives and daughters who were falsely arrested and abused by the sneaky little coward Salvador Junio.
For the honor of the women of San Roque, you MUST bring Salvador Junio before a mental health investigation or anti-corruption investigation.
I can take action on this, but I do not want to do it by myself. I want the men of San Roque to do it with me.

I think the situation is just a simple matter of land grabbing, no transfer of title, no change of ownership. Ownership can be derived only by sale,donation either inter vivos or mortis causa, or any other means specified by law except land grabbing as what happened to the property of the Atons. I’m pretty sure there is a legal formula whereby Danny Merida would return that “stolen” land to the lawful owner. If the issue is ownership, then file a civil case for the recovery of the tilte. If the issue is simply possesssion (land grabbing or squatting), then file an ejectment case (Forcible entry or Unlawful detainer). I cannot find any complication in the situation, only that the aggrieved party is not doing anything but talking.
I am sure that the Meridas and Junios are just laughing at you. Your way is not sharp enough to sore their “thick” faces. Why not launch at them and put your angry teeth to their bones, eat and swallow their dirty meat, drink their blood until your hearts content. Strike! not just bark.
Well …only the party who suffered injustice can bring the issue in Court. Only the Atons have the legal capacity and standing to file the case to the regular courts. I’ve made a decision about my house in San Roque.
There has been too much negativity and corruption and criminality in connection with that house. Now let us do something constructive about it.
My wife Vicky authorised me to make any and all decisions about that house, except selling it. If the house is to be sold, as I expect it will be after a while, then Vicky and I will decide together. But she authorised me in writing to make all other decisions, as people in San Roque are aware.
I don’t know when I’ll return to Mindanao. Eventually I’ll be using that house or selling it. But until then, I want the house and garden of 333 square meters to be put to use for constructive purposes.
Until further notice, I am offering my house and garden of 333 square meters for the use of the entire population of San Roque and Kitcharao, as a community resource. What I mean is that everybody in San Roque and Kitcharao has my permission to enter my house and use it for any purpose that is helpful to the people of our beloved town.
You all can use my house for parties, prayer meetings, drinking sessions, video shows, and so on.
You can bring your girlfriend to my bedroom there if you have no other private place. Just don’t get her pregnant.
If there is a violent typhoon, people who live in wooden houses and feel endangered can shelter in my house.
The PNP, AFP, NBI can use the house for a short time if desired, for example to police the Fiesta or as a base to fight the NPA. But such use by security forces should be only for a few days. The house is for everybody, until such time as I return to use it or sell it.
The house is not anyone’s home, apart from being my retirement home. Nobody is to be sleeping there on a long-term basis. If people want to sleep there with a girlfriend overnight, because you have no other private place, then that’s fine. But only one or two nights, and don’t get her pregnant.
Boys and girls will do that anyway, so it’s better if they do it in a dignified way in my bedroom, instead of down by the lake. Just agree between yourselves about who can use the bedroom on any particular night.
If there is a lock on the door of my house, the people of San Roque / Kitcharao have my permission to break the lock. The house now belongs to everybody, until I return and wish to use it or sell it.

It would be very difficult to find a resolution of this problem inside Kitcharao, because the very fact that these events have happened indicates a *culture of corruption* and a *culture of impunity* at both barangay level and at municipal level.

Salvador Junio owes me about 100,000 pesos in lieu of uncollected rent on my house, although we will have to employ an accountant to calculate the exact amount with adjustments for inflation and interest.
As we all know, I wrote a letter to people in San Roque in 1998 telling them that the rent payable by anyone occupying my house is 600 pesos per month with effect from 1 December 1998.
When the owner of a house makes such a decision, that is final. There is no question of a dispute. There is no question of arbitration. Nobody can ever dispute or arbitrate a decision made by the owner of a house in matters pertaining to that house.
However, there are some very strange people in San Roque.

Finally, Mr and Mrs Junio falsely arrested my wife, in clear violation of the Bill of Rights, and then subjected my wife to sustained abuse and intimidation and lying threats in the barangay office, to blackmail me into not collecting the rent on my house.

An Ongoing Problem at Usa Usa

The anomaly surrounding a large tract of land at Usa Usa, San Roque, is another symptom of the culture of corruption in the area.
The anomaly regarding that land has existed since 1991 and shows no sign of resolution.
Why?
The land belonged to the heirs of Esteban Mordeno.
I expressed an interest in buying it.
I said I wanted only land that adjoins the shore of Lake Mainit.
I was told that particular tract of land adjoins the shore.
I gave someone 5,000 pesos to be paid to a surveyor so that he would come and mark the boundaries of the land. I waited at Usa Usa all day. The surveyor never came. The money had not been given to the surveyor.
Then I was expected to pay a large amount of money to purchase that same land, while not knowing where the boundary is.
I did not pay any more money to the Mordeno family or their agent.
However, a deed of sale was signed, whereby my wife Vicky can claim legal ownership of that land if she decides to, even though we still don’t know where the boundary of that land is.
The property taxes on that land have not been paid since 1991, and the penalty charges keep increasing.
The matter needs to be resolved, especially as the value of land around Lake Mainit is increasing.
I don’t want that land.
I said at the start that I wanted to buy land that adjoins the Lake, and I was lied to about that.
However, the deed of sale was signed. To resolve the matter, my wife Vicky would sign a waiver of the deed of sale.
However, Vicky is in no mood to have any dealings with anyone in the Kitcharao area, after the way she was treated by the corrupt criminals Salvador Junio and Danny Merida.
Vicky was subjected to false arrest and sustained verbal abuse and threats of violence.
Why?
Because she is the owner of her own home, and because the mentally ill, delusional “queen,” Mrs Junio, made a “law” saying it is a criminal offence to be the owner of your home in San Roque.
And nobody in San Roque would ask the mental health authorities to intervene and put a stop to all the insanity in San Roque.

Damian Galo has the option of auctioning that land to obtain the official tax and penalty payments. However, Galo is friendly with the heirs of Esteban Mordeno, so he has not done that.

THE LABORER DESERVES HIS WAGES

I would like to refer again to the payment of outstanding wages due to the laborers and craftsmen who helped to build my house in San Roque.
While I was absent for five years, I sent two checks to Salvador Junio, asking him to pay the workers the money I owed them, telling Junio to take a few hundred pesos for his time.
I did not know back then that Salvador Junio is a corrupt criminal who steals and cheats whenever he thinks he can get away with it.
It is possible that Salvador Junio stole some or all of that money. I don’t know. I’m saying I have to consider that possibility, even likelihood, in view of what we know about Salvador Junio’s other criminal activities.
I paid that money to Junio in good faith, as it was more convenient than sending a separate check to all the workers. IF Junio did NOT pass on that money to the workers, then my advice to them is to sue Mr Junio to obtain the money due to them. Register your claim first with the Ombudsman and the PNP.
Always correct me if I am wrong about anything. I am saying MAYBE Junio stole that money belonging to the laborers. I don’t know.
There have been so many swindles and so much chaos in San Roque – we need a full *Judicial Inquiry into Corruption in San Roque* to settle ALL outstanding anomalies, to return ALL stolen monies and ALL stolen land to the rightful owners, and to commit Junio, Merida and Rangas to compulsory supervision by mental health officers and social workers.
Obviously Salvador Junio will be ordered to sell the house where he is living. That house does not belong to Junio. It was paid for with *dirty money* . Junio will have to sell that house and go and live under a banana tree, and the sale price of the house will be used to reimburse all the people Junio has swindled.
This will include the rent money due on my retirement home. As you know, I notified the people of San Roque in 1998 that the rent payable to me by anyone occupying my house was 600 pesos per month. Then Salvador Junio abused my wife for three days, including false arrest of my wife, to blackmail me into not collecting the rent on my house.
We’ll have to employ a qualified accountant to calculate the amount Junio owes to the McCann family now, as it will be adjusted for both inflation and interest, and then Junio will also pay the accountant’s fee. So the total amount Mr Junio owes to the McCann family may be about 300,000 pesos (three hundred thousand pesos), or maybe more, and still increasing by 600 pesos on the first day of each month until we resolve all these anomalies in San Roque.
So Mr and Mrs Junio need to make a start at sleeping under a banana tree some nights, to get some practice at living in their future home under a banana tree.

What I said about Linda Castro is wholly justified. She was the principal teacher at San Roque school. That position confers a certain responsibility on her. Yet, Linda Castro advised me and my wife that we were trespassers in our own home, because the “queen of San Roque,” Mrs Junio, rules San Roque and any insane idea that enters the head of the mentally ill woman Mrs Junio is the “law” in San Roque. So Linda Castro was EFFECTIVELY telling me that I am a trespasser in my own home unless a mentally ill, criminally insane woman named Mrs Junio grants me permission to enter my own home.
That was the EFFECTIVE MEANING of what Linda Castro said to me and my wife.
For a principal teacher to talk like that was totally irresponsible and extremely stupid.
Instead Linda Castro should have offered to mobilise the population of San Roque to sign a joint affidavit for the Ombudsman aimed at getting Junio, Merida and Rangas into a mental hospital.

Are you referring to Damian Galo, Municipal Treasurer, as an ‘innocent’ person?
Logically, I don’t know how Damian Galo could be innocent.
First, everyone agrees that land theft / property fraud has taken place many times in the Municipality of Kitcharao.
Damian Galo issued the FAKE tax receipts in support of those land thefts.
If a municipal treasurer is HONEST, then whenever any citizen comes to the Municipal Building to say he is the *new* owner of land, and requests to pay the tax and obtain a tax declaration for that land, then an HONEST municipal treasurer will make some checks to find out if this is a valid and legal transfer of ownership.
An HONEST municipal treasurer would ask to see the deed of sale or deed of donation, then the municipal treasurer would contact the lawyer who drew up the deed and ask the lawyer to confirm it is genuine.
(In my opinion, a “dispute resolution” document issued at barangay level would have NO JURISDICTION in such a serious legal matter as transferring ownership of land.
Any such dispute implies land theft / property fraud, and the barangay justice system has NO JURISDICTION over such serious criminal offences.
A qualified Philippine lawyer can correct or confirm that.
But in any event, such a barangay “dispute resolution” in a place as corrupt as San Roque would be a cause for suspicion and further investigation by an HONEST municipal treasurer.)
And then, to be fully sure, an HONEST municipal treasurer would also contact the earlier owner of the land, asking for confirmation that the sale or donation is genuine and voluntary and NOT the result of intimidation by corrupt barangay officials or other criminals.

I don’t know what the final answer is.
However, one suggestion I made a long time ago was that senior law students or young graduates at the various universities in Mindanao might volunteer to gain professional experience and develop their interpersonal skills by visiting San Roque and accepting hospitality in the homes of the people of San Roque, in return for advising the people of San Roque on their legal and constitutional rights, particularly the Bill of Rights and the severe restrictions on powers of arrest, and the correct functioning of the barangay justice system.
If people there would approach the universities with that in mind, it would be a step in the right direction.

Kitcharao is ruled by a Queen, Mrs Junio of San Roque.
Mrs Junio makes all the laws in the municipality of Kitcharao.
I know that because I have experienced Mrs Junio’s laws at first hand.
When I returned to my retirement home after five years absence, I made some interesting discoveries.
Linda Castro, the principal teacher at San Roque School, informed me that since the last time I’d been in San Roque, there had been some changes. Linda Castro informed me that I must never go into my own house, because it is a very serious criminal offence to go into your own house in the municipality of Kitcharao. Linda Castro informed me that we now have a Queen in San Roque, named Mrs Junio, and Mrs Junio, the Queen of San Roque, has made two new laws:

THE ONGOING EVOLUTION OF OUR LEGAL SYSTEM

I understand from my experience at my retirement home in San Roque that the municipality of Kitcharao has its own legal system, independent of the Cory Constitution and independent of Philippine law.
What I have experienced in operation in our town are the following major laws:
1. Under our laws, all citizens of Kitcharao are trespassers in their own home. Furthermore, to be the owner of a house or land is a very serious criminal offence in Kitcharao and if you are the owner of a house or land you will be treated as a criminal in Kitcharao.
2. Under our laws, all citizens of Kitcharao have the right to steal other people’s houses and land.
3. Under our laws government officials have the right to arrest and abuse innocent women, although the same government officials are afraid to say anything to a man and will remain silent and look down at the floor if a man speaks to them.
4. The exact mechanism whereby the said laws operate is as follows.
A citizen who wishes to steal another person’s home must pay bribe money to the Municipal Coward (Salvador Junio was the most prominent Municipal Coward last time I was there) and the Municipal Coward will then arrest and abuse several of the women of the family whose home you want to steal so as to facilitate the theft of land or property.
In addition, a citizen wishing to steal another person’s home must pay bribe money to the Municipal Thief (Damian Galo was the Municipal Thief last time I was there) and then the Municipal Thief will sign a FAKE tax receipt and issue a fake letter to facilitate the theft of the land.

CORRUPTION IN KITCHARAO
Trying to make sense of it

I was attracted to the shore of Lake Mainit by the beauty of the landscape.
I assumed that the 1987 Cory Constitution with its Bill of Rights means what it says, in terms of the inviolability of private property and strict limitations on powers of arrest.
I was wrong.
Philippine Law, Constitution, Bill of Rights do not operate in the Municipality of Kitcharao.
Institutional and legal restraints against wrongdoing are weak.
Despite the lofty wording of the Bill of Rights, “the law” in Kitcharao remains only whatever the holders of power say it is.
The culture there among the general population is one of unquestioning obedience to authority, however insane and corrupt that ‘authority’ might be.
Corruption and evil flourish wherever democratic checks and balances are absent.
(This is an example of what we sometimes call “Murphy’s Law,” and it seems “Murphy’s Law” is the only law in Kitcharao.)
That is the immediate explanation for the painfully embarrassing events in San Roque during those terrible years when Salvador Junio was ‘captain.’
The *Culture of Impunity* is the other major feature of your sick society in Kitcharao.
When your corrupt municipal treasurer Damian Galo signs a FAKE tax receipt to facilitate property fraud in return for bribe money, Damian Galo is confident that he will not lose his job and will not go to jail.
That is your Culture of Impunity.
That is part of what you need to change.
SELF RESPECT:
It comes down to a question of self respect in the overall community.
If the people of San Roque and Kitcharao had any respect for themselves they would read the Bill of Rights and enforce it to the letter, with ZERO TOLERANCE for false arrest and abuses of power.
In a self respecting community, government officials are perceived as public servants.
If you had any self respect, you would have just laughed at the idea of Salvador Junio “ordering” your women to go to his house in the first place.
The ‘captain’ is your servant.
If he feels the need to talk to you, he has to get up off his ‘lobot’ and WALK to your house, you fools ! (unless your captain has no legs).
Also, government officials have to knock on your door or ring your bell and then stand outside your home until you give permission to enter.
If a government official – meaning a PUBLIC SERVANT – enters your home or your land without your permission, they are trespassing and can be sued or jailed.

I’ve done what I can to help you by giving you the truthful analysis of your collective emotional state. I used ‘informal’ language at times, to emphasise the point.
For example, I was completely serious when I suggested your children could stand in the school yard every morning around the national flag, sing a verse of the national anthem, and follow each verse with the shout:
“THE BARANGAY CAPTAIN OF SAN ROQUE IS A FILTHY STINKING DIRTY HEAP OF SHIT WHO BELONGS IN THE NEAREST SEPTIC TANK !”
That was certainly true when Junio was ‘captain,’ and to teach your children to say so is the beginning of self respect.
If you choose to do nothing to rectify your condition and to obtain a belated justice for the women who were falsely arrested and abused during the Junio years, then your lives are not worth living.
If a community has no respect for itself, it loses its right to exist.
DAMIAN GALO:
Damian Galo, the corrupt municipal treasurer is an important focal point of the problem and of its solution.
Every time property fraud / land theft was committed in San Roque / Kitcharao,
Damian Galo signed a FAKE tax receipt in return for bribe money.
Otherwise there could never be property fraud / land theft.
If it happens, then the municipal treasurer MUST be a corrupt criminal.
We need a full investigation into that man Damian Galo, to determine the exact number of FAKE tax receipts he signed.
Then we need to return all stolen land and buildings and money to their rightful owner.
That would be a valuable instalment in developing your self respect.
Most of us are kind hearted and do not want to cause others to be jailed.
That is why I suggest there can be leniency if the defence of mental illness if offered.
People such as Galo, Junio, Merida have openly advertised themselves as criminals by committing crimes in daylight and in front of hundreds of witnesses, as if their ambition is to be known to the entire population as stupid and corrupt.
That is proof enough that Galo, Junio, Merida etc. are very severely mentally ill.
So I suggest leniency, supervision of these people by mental health officers and social services, provided a public apology is signed by these people and all stolen land and money are returned to the rightful owners.
That is the minimum that you need to do if you want to become a self respecting community.
The Mayor of Kitcharao has immediate responsibility for bringing Damian Galo, Salvador Junio, Danny Merida and others to justice and ordering the return/repayment of stolen property and money to the rightful owners.
However, the Mayor has never replied to any of the very polite and well reasoned letters I sent him on these subjects.
So perhaps you need to approach another channel of justice, such as the Ombudsman, Provincial Government, National Bureau of Investigation, or one of the many anti-corruption / tourism / development agencies of the Central Government in Manila.
As I said, I don’t like to take legal action alone.
I want to see the people of San Roque and Kitcharao gaining self respect.

In Mrs Junio’s delusional states, everything went into reverse in San Roque.
Criminal and victim reversed roles, exchanged roles.
The VICTIM of a crime was treated as a CRIMINAL,
while the CRIMINAL was treated as a VICTIM.
So, in Mrs Junio’s diseased, delusional mind, Tom and Vicky must be treated as criminals because they walked in through the door of their own house and acted as owners of their own house.
And in Mrs Junio’s diseased, delusional mind, Danny Merida, who had lied and cheated and obtained a fake building permit and fake electric permit to commit criminal damage to the McCann home – this self advertised corrupt criminal Danny Merida was classified as a VICTIM in Mrs Junio’s diseased mind, and Mrs Junio invented a new ‘law’ for San Roque stating that the VICTIM of a crime now must pay the CRIMINAL 25,000 pesos to REWARD the criminal for his crimes.

Nobody in San Roque would go to Kitcharao Hospital to get medical help for Mrs Junio when she became mentally ill and suffered from the delusion that she is the “queen” of San Roque. Salvador Junio is afraid for is wife and is controlled by his wife. But the citizens of San Roque should have intervened to get medical help for the mentally ill Junio family. But nobody cared. Nobody got medical help for the mentally ill, delusional woman, Mrs Junio, the source of the collective mental illness in San Roque during those terrible years when Junio was “captain.”

Dear Sir or Madam,
Illegal octopus connection in San Roque, Kitcharao
I enclose for your attention, sir or madam, copies of previous correspondence concerning the illegal connection of electricity at my retirement home in San Roque. Unfortunately, this matter has been very badly managed, sir or madam, and I am sad to say to you now that the matter still has not been resolved, because of the lack of co-operation from the Merida family in San Roque. I am sad to have to say to you, sir or madam, that Danny Merida of San Roque has failed to honor the agreement he made with me.
What concerns me, sir or madam, is that in the past an illegal octopus wire was in operation, from the house of Manuel Merida to my house, and this illegal wire was being passed across the south barrio road in San Roque, and touching the legal ANECO wire. This is a very serious matter, sir or madam.
We do not want amateur electricians placing wires from one house to another, across a road where children are frequently walking, and where a terrible accident may take place if this illegal, amateur wire were to fall onto the road. Connecting electric wires is a job for professionals, for fully qualified electricians. The Merida family in San Roque need to understand that.
If a terrible accident were to happen with such an illegal wire, sir or madam, then there would be a lawsuit in the courts of law of Mindanao to claim millions of pesos in compensation. Therefore I am writing to you, sir or madam, to place it on the public record and to make it perfectly clear to ANECO, and also to the Governor of the Province of Agusan del Norte, and to the courts of law in Mindanao, that I and my wife NEVER gave our permission for the electric current to be connected at our retirement home in San Roque. On that basis, my wife and I disclaim all moral and financial liability for any accident that may result from the illegal octopus connection at our house in San Roque. I think you understand the purpose of this letter, sir or madam.
I hope your technician will visit San Roque in the near future, sir or madam, to ensure that everything is perfectly legal regarding the situation at my retirement home in San Roque. It is unfortunate that the Merida family are not giving their co-operation in this matter.
Obviously ANECO officers have permission from me and my wife to enter our retirement home in San Roque to conduct ANECO business, and nobody has the right to order ANECO officers to get out of our house until your officers have completed their business.
When we reach retirement age, we will be spending perhaps six months each year at our retirement home in San Roque, and we look forward to harmonious relations with ANECO.
