To the respondents of Mr. Tommy McCann complain that posted on Barangay San Roque on this blog site, I need to hear your side to be posted here or you can email me at alonjal@yahoo.com . If anyone who live in the said barangay, I ask your help by vigilantly know what had really happens in your locality. We people should know the truth behind this. We’re not making conclusion here without hearing both side….. I hope that we can hear them as soon as possible… Thanks for all who participated this blog site….

Glad to know someone took the initiative of sharing Kitcharao to the world. I wish I could have known this site sooner. However, becuase of life’s enormous demands, it took me a while to get here.

Yeah, sure, but still no reply from Salvador Junio and Danny Merida. What about the Aton family, the Ferrolino family, and Mrs Linda Castro……….. have they nothing at all to say about this?
Are they afraid that if they say anything publicly, then the sneaky little cowards from the barangay council of San Roque will come around to their house and shout abuse at the women while the men are at a distance, and then look down at the floor and remain silent when a man speaks to them, and then commit wrongful arrest against the woman and shout abuse against the women in the barangay hall, to blackmail the men into signing a bogus document to stop the abuse against the women….. THAT IS THE SYSTEM OF LOCAL GOVERNMENT IN SAN ROQUE……. A GANG OF SNEAKY LITTLE COWARDS FROM THE COUNCIL WHO COME AROUND TO YOUR HOUSE TO SHOUT ABUSE AT THE WOMEN WHILE TH MEN ARE AT A DISTANCE, THEN LOOK DOWN AT THE FLOOR AND REMAIN SILENT WHEN A MAN SPEAKS TO THEM, THE COMMIT WRONGFUL ARREST AGAINST THE WOMEN, AND SHOUT ABUSE AT WOMEN IN THE BARANGAY HALL, WHILE BEING AFRAID TO LOOK INTO THE FACES OF THE WOMEN THEY ABUSE…..
How can the people of San Roque ever live with their shame?

The problem in San Roque must be treated primarily as a problem of mental illness.
Yes, terrible crimes have been committed, and the police and the courts must be involved and Mr and Mrs Junio, Danny Merida, Rose Rangas and others must be arrested. The criminal charges that can be brought against them are so numerous and so serious that the rap sheet would be perhaps ten pages long, and if we were to treat this a a criminal matter, those people, Merida, Rangas, Junio and others, would go to jail for about thirty years, judging by the usual sentencing habits of the Philippine courts.
I’ll go to London after a while and sign an Accusatory Affidavit against these people in the Embassy of the Philippines.
However, in all honesty I will have to state in my Affidvit that I view these people, Merida, Rangas, Junio etc. as mentally ill, and that is the main explanation of their unbelievable behaviour. And so I will state my suggestion that if these people admit to being mentally ill, and agree to seek help in overcoming their delusional states, then the court might perhaps grant lenient sentences, such as ….. only my suggestion…. a year in a mental hospital for Mrs Junio and Rose Rangas, so that Danny Merida and Salvador Junio can care for the children while their mothers are absent, then after that, Danny Merida and Salvador Junio to spend a year in a mental hospital. Then, following that, ten years of regular supervision of these people by mental health officials and social workers. That, or something approximately like that, will be my suggestion to the authorities in my Affidavit.
When I first wrote to the Mayor of Kitcharao and the Chief Inspector PNP and the Civil Engineer about the corrupt practices in San Roque, they did not reply to me. After a while I began to understand. They were unable to reply to me because they had difficulty believing that any such events could happen. Criminals do not commit serious offences in daylight, in front of hundreds of witnesses, for example. So, it is difficult to deal with that episode in San Roque as the usual type of criminal case. It begins to make more sense only if we classify it primarily as a case of mental illness and delusional states.
Just consdier a few aspects of the Junio years in San Roque:
1. Rose Rangas began to suffer from a delusional state in which she believed she is the owner of another person’s house.
2. The senior members of the Rangas family made no move to help young Rose to overcome her delusional state, but allowed Rose to go more and more out of control, as she ordered her young husband Danny Merida to lie to the Municipal authorities to get a fake building permit and fake electric permit and to commit criminal damage to the McCann residence, including the blocking of the parking area with an illegal electric pole. All these crimes were committed in daylight, in front of hundreds of witnesses, in the belief that a corrupt barangay captain could save Rose and Danny from going to jail when the owner returned.
2. At the same time, Mrs Junio, the wife of the corrupt barangay captain, began to suffer from a very severe delusional state in which she imagined that there is no such thing as Philippine law, constitution, bill of rights, but the only law in San Roque is whatever strange, delusional fantasies come into the mind of the mentally ill woman, Mrs Junio, and also that she, Mrs Junio, has unlimited powers to arrest innocent people and to steal from them, and that she, Mrs Junio, will never go to jail because the barangay captain’s wife decides what the law is and there is no such thing as Philippine law, constitution, bill of rights.
Furthermore, Mrs Junio’s husband and the intelligent people in San Roque did not do anything to help Mrs Junio to overcome her mental illness, but just let Mrs Junio go spinning out of control more and more as the years passed.
3. Finally, by the time Tom returned to San Roque after five years’ absence, he found a town where the entire population had gone completely crazy. Even the school teacher, Linda Castro, was quite emphatic in saying that in San Roque we are trespassers in our own homes if a mentally ill, delusional woman, Mrs Junio, says we are trespassers in our own home, and so on…..

Everything had gone spinning out of control in San Roque during the Junio years. It is hugely embarrassing, as case of collective mental illness, mass delusional states, afflicting the entire population of San Roque.
The police and the courts will have difficulty dealing with this series of events as the usual type of criminal case. It is much more logical to classify it as a case of severe mental illness that was not confronted in the early stages after Junio became captain, and so it went sliding out of control for several years.
There is nothing to argue about here. Nobody ever denied what happened and nobody denies it now. Saying Tom is crazy is not an argument, but is only an expression of your embarrassment at your failure to deal with those two mentally ill women, Rose Rangas and Mrs Junio, as soon as they began suffering from delusional states. Instead of getting help for those two mentally ill women in Kitcharao Hospital or at the church or Mayor’s office or Ombudsman, you did nothing and let two mentally ill women infect the entire population of San Roque with the same delusional states, so that the entire population of San Roque were believing the the mentally ill woman Mrs Junio has unlimited power to arrest and swindle innocent people, that there is no Philippine law, constitution, bill of rights, but the delusions of a mentally ill woman are the only law in San Roque….
You say Tom is ‘crazy’ because you are embarrassed to admit that you are crazy, because you allowed two mentally ill women to rule you, when you had a duty to go to Kitcharao hospital and get help from the doctors there for the two mentally ill women, Rose Rangas and Mrs Junio.
The other big source of embarrassment is that Danny Merida and Salvador Junio are weak, cowardly men who are controlled by their wives, so that when their wives became mentally ill and delusional, Danny and Salvador were afraid to tell their wives they were wrong, afraid to correct their wives’ mistakes, and so everything went spinning out of control and we had two mentally ill women Rose Rangas and Mrs Junio RULING San Roque as two ‘queens.’
So I can only put that in my Accusatory Affidavit at the Embassy of the Philippines in London: my suggestion to the court that the defendants be invited to plead guilty but with diminished responsibility on ground of mental illness, so that in that way they may stay out of jail, if the court agrees to it, and be required to spend some time in a mental hospital and then be supervised by mental health staff and social workers for many years. Also, it seems obvious that Danny Merida, Salvador Junio, Rose Rangas, Mrs Junio, and their cronies, should be banned from all government jobs for the rest of their lives.
I am not a cruel man, so that will be my suggestion to the court in my Accusatory Affiavit, next time I go to London. I do not know if the court will agree to that. It is only my suggestion.
However, if we are to regain some semblance of self respect in San Roque, and if we are to expect the young people to have any respect for us older adults, then we have to bring this case to court, to obtain a tangible gesture toward justice and self respect, and to send a warning to all future barangay officials that they need to be careful about being controlled by mentally ill wives.
Perhaps the most important lesson to come out of those nightmare years, the Junio years, is the lesson that mental illness and delusional states must not be denied and tolerated, but must be ‘nipped in the bud’ by obtaining help from senior family members, doctors, ministers of religion, PNP, Mayor’s office, and any respected, intelligent members of the community who have an understanding of human psychology and can work in a gentle and caring way with the mentally ill person to modify and cure the delusions.
THAT is what should have happened in San Roque, one month after Junio became captain, as soon as the first wrongful arrest by Junio took place, as soon a Rose Rangas first revealed her delusion that she is the owner of another person’s house…. THAT was the time for action, for getting help from the hospital and the church etc. for these two delusional women. Yet it never happened, and you just let Rose Rangas and Mrs Junio sink deeper into delusion and go spinning out of control, so that Tom returned to find that the entire population of San Roque had gone completely crazy.
Learn the lesson, and co-operate with the judicial process and the mental health services in the months ahead, so that we can regain our self respect in San Roque and elicit the respect of the young people.
The young people will have NO respect for us if we just try to forget what happened during the Junio years.
